Long-Term Holders begin to incur losses

→ Not yet happened — and this is when the real bottom would form.

The bear market only ends when

The actual cost basis of STH falls below LTH Realized Price.

The bull market starts when

STH Realized Price returns to be higher than LTH Realized Price, after the bear market has fully occurred.

This does not take into account the FGI - currently only at levels 13-15, it may fall to 8-9-10 to truly be the bottom.
