Because centralized verification has a simple but ugly property: one verifier sees everything. If you want auditability, you hand over the full context. If you want confidence, you expose more. That’s a trust model that works right up until the day it doesn’t. And then you realize you didn’t build accountability—you built a new chokepoint.
Claim-level verification is trying to avoid that by design. Instead of handing a single entity the whole story, you try to verify smaller statements independently. You reduce the surface area. You make it harder for any one participant to reconstruct the full prompt. It’s closer to the way crypto thinks about trust: you don’t trust one validator, you trust a quorum, and you minimize what any one actor can exploit.
But here’s the part people gloss over: even small claims can leak context. Privacy isn’t just about hiding the prompt. It’s about hiding what the prompt implies. If the claims are too specific, you don’t need the full prompt to understand what’s going on. You can infer. You can pattern-match. You can build a profile over repeated requests.
So “split into claims” isn’t the finish line. It’s step one.
The real question is how to verify without oversharing. How do you make outputs defensible while keeping the sensitive parts sensitive? And the answer is usually boring: discipline. You verify only what you need. You avoid verifying raw secrets when you can verify constraints instead. You treat verification like a dial, not a switch.
Sometimes you don’t need to prove the entire reasoning chain. Sometimes you just need to prove the output didn’t violate a rule. Sometimes you need to prove a claim is supported without revealing the private evidence. Sometimes you only need to verify the public-facing parts and keep the rest internal. In high-stakes systems, the strongest design is often “minimum disclosure,” not “maximum transparency.”
