Ripple already submitted an application in the form of a national trust bank. The software is aimed at a trust service and not conventional retail banking. But the consequences are much further than custody. An effective charter might have a direct connection to Federal Reserve payment rails. Thus, Ripple would minimize the use of intermediaries.
