Galaxy Digital’s Alex Thorn Sees High Odds US Forms Strategic Bitcoin Reserve Before Year-End


Alex Thorn, Head of Research at Galaxy Digital, believes the market is underestimating the chances that the U.S. government will formally announce a Strategic Bitcoin Reserve (SBR) this year.

In March 2025, President Trump signed an executive order establishing the Strategic Bitcoin Reserve and a U.S. Digital Asset Stockpile. However, a fully fleshed-out plan or public announcement of BTC holdings hasn’t yet been made.

New legislative developments have added weight: a bill has been introduced directing the Treasury to report on the feasibility, technical, and legal considerations of establishing the reserve.

Some industry figures, including Dave Weisburger, are more skeptical. They believe the actual accumulation or formal announcement might happen in 2026 instead of 2025.

Advocates warn that if the U.S. delays, it risks being outpaced by other nations if they move faster in accumulating BTC or in formalizing similar reserves.
